Lenders in scope
The FCA's review covers the motor finance market broadly. But some lenders operated Discretionary Commission Arrangements more extensively than others. Here's what is known about the major lenders.
Discretionary Commission Arrangements (DCAs) were used across most of the motor finance market before the FCA's ban in January 2021. That means consumers who financed a car through almost any mainstream lender during this period may have a potential claim. If you're not sure who provided your finance, that's not a problem. Lloyds Banking Group
Black Horse is the UK's largest motor finance lender and one of the central figures in the mis-selling review. Lloyds Banking Group has set aside over £1 billion to cover potential motor finance redress liabilities.

Close Brothers is one of the lenders named in the Supreme Court's landmark judgment on motor finance commission in August 2025, having also featured in the Court of Appeal ruling the previous year. The bank has suspended its motor finance lending business while the regulatory review proceeds and has set aside significant provisions.

Santander Consumer Finance was one of the major providers of PCP and HP finance in the UK during the DCA era. Santander has acknowledged the FCA review and is among the lenders processing complaints.

FirstRand Bank
MotoNovo Finance, a division of FirstRand Bank, is one of the lenders at the centre of the Supreme Court's landmark judgment on motor finance commission in August 2025. The lead case in the ruling, Johnson v FirstRand Bank, specifically examined commission arrangements operated by FirstRand.

Barclays Partner Finance was a significant motor finance provider during the DCA era and has been subject to increased complaint volumes following the FCA's announcement and the Court of Appeal judgment.

VWFS provides finance across Volkswagen, Audi, SEAT, Škoda, and Porsche. As a major captive finance provider, VWFS operated during the DCA period and is among the lenders facing claims.

BMW Financial Services provided PCP and HP finance for BMW and MINI vehicles during the DCA era. If you financed a BMW or MINI between 2007 and 2024, your agreement may be within scope.
